The Razors Edge Skatepark
NOTICE to all Skaters:
The Razors Edge Skatepark is an UNSUPERVISED skatepark. Skating is permitted during park hours from DAWN to DUSK.
Any use of this facility is at your own risk.
Use of this facility may result in serious injury.
IN THE CASE OF SERIOUS INJURY, DO NOT MOVE THE INJURED PERSON. ALL SKATING SHALL CEASE IMMEDIATELEY. DIAL 911 – YOU ARE IN CROUSE PARK AT 115 EAST WHITEHEAD STREET.
Skatepark Rules
The Town of Sparta in partnership with the Alleghany Ministerium, Inc. maintains the skatepark at Crouse Park located at the intersection of Highway 18 and Grayson Street.
The skatepark consists of a 50' x 100 ' concrete slab with 12 various features for all levels of skateboarding. Features include quarter pipes, half pipes, grinding rails and trick boxes.
The following rules and regulations have been established for use of the skatepark to ensure participant safety:
1. This is an unsupervised skate park and its use is free of charge.
2. Skating, skateboarding and trick biking is limited to the skatepark.
3. The use of safety equipment such as helmets, knee pads, and proper shoes is required.
4. Motorized vehicles are not allowed. Only skateboards, roller skates, in-line skates and BMX bikes are allowed on ramps.
5. Call 911 for emergencies.
6. Drugs, alcohol, glass containers, tobacco products, profanity, fighting, horseplay, destroying or defacing public property are prohibited. Violaters will be prosecuted.
7. Food or beverages are not allowed on the skate area.
8. No one under the age of 8 is allowed without adult supervision.
9. No spectators are allowed on the skate area.
10. The Town of Sparta reserves the right to revoke the use of the skatepark to individuals who violate the rules and regulations of the skatepark.
11. Help keep the skatepark clean! Put trash in the receptacles, even if it is not yours!
Under North Carolina law, no governmental entity or public employee who has complied with G.S. 99E-23 shall be liable to any person who voluntarily participates in hazardous recreation activities for any damage or injury to property or persons that arises out of a person's participation in the activity and that takes place in an area designated for the activity.

AN ORDINANCE OF THE TOWN OF SPARTA
REGARDING PUBLIC SKATE PARK FACILITIES
UNDER THE TOWN OF SPARTA MUNICIPAL CODE
The Town Council of the Town of Sparta, North Carolina does ordain as follows:
SECTION 1: FINDINGS AND DETERMINATIONS.
The Town Council of the Town of Sparta hereby finds and determines that:
- The Town of Sparta desires to designate and maintain a recreational skatepark, which may or may not be supervised on a regular basis.
- Under North Carolina General Statute 99E-23. Duties of operators of skateboard parks, “No operator of a skateboard park shall permit any person to ride a skateboard therein, unless that person is wearing a helmet, elbow pads, and kneepads.” For unsupervised skate parks, those requirements are “satisfied” when, “The governmental entity adopts an ordinance requiring any person riding a skateboard at the facility to wear a helmet, elbow pads, and kneepads” and, “Signs are posted at the facility affording reasonable notice that any person riding a skateboard on the facility must wear a helmet, elbow pads, and kneepads and that any person failing to do so will be subject to citation under the ordinance.”
- The adoption of this Ordinance is necessary to enable the Town of Sparta to take the legal steps necessary to designate and maintain an unsupervised public skate park facility.
SECTION 2: A new Ordinance (Public Skate Park Facilities) shall be added to the Town of Sparta Municipal Code, which Ordinance shall read as follows:
ARTICLE 1: PUBLIC SKATE PARK FACILITIES

1.1 Definitions. For purposes of this chapter, the following definitions shall apply:
“In-line Skates.” Also known as “roller blades,” a footwear containing three or more axles mounted in a straight line extending generally from or behind the heel of the footwear to or in front of the toe of the footwear with a single wheel attached to each axle.
“Roller Skates.” Any footwear or device which may be attached to the foot or footwear to which wheels are attached and such wheels may be used by the wearer in moving.
“Skate Board.” A board-like object, which has two axles, attached to the bottom of the board-like object with one or two wheels attached to each axle and the user rides or stands upon the board-like object and may include a handlebar.
“BMX Bike.” BMX (an acronym for Bicycle Motocross) is a form of cycling on specially designed bicycles which usually have 16 to 24-inch wheels (the norm being the 20-inch wheel). The sport includes racing on earthen tracks, known as BMX racing, as well as the performance of tricks on the bikes, called Freestyle BMX.
1.2 Public Skate Park Designated; Use Regulations.
The Town of Sparta may designate, maintain and/or operate a skate park facility, which shall be open to the public for the purpose of riding skateboards, in-line skates, roller skates and/or BMX type bikes. Any designated public skate park may or may not be supervised and shall be for use by persons using skateboards, in-line skates, roller skates and/or BMX Type bikes only. All other uses are prohibited.
1.3 Required Riding Equipment in Public Skate Parks.
It is unlawful for a person to ride or use a skateboard, in-line skates, roller skates, or BMX bike, in a designated public skate park facility unless a person is wearing a helmet, elbow pads and knee pads.
1.4 Hazardous Recreational Activity.
Skateboarding, in-line skating, roller skating and/or BMX biking at a designated public skatepark facility represents a hazardous recreational activity for participants and the Town of Sparta will not be liable for any injuries incurred by persons participating in the hazardous recreational activity at a designated public skate park facility owned and/or operated by the Town of Sparta.
1.5 Skate Park Sign Posting.
The Town of Sparta Community Services Department shall cause a sign or signs to be posted at designated public skate park facilities providing reasonable notice of the requirements of this Chapter 8.29 and stating that any person failing to comply will be guilty of an infraction and subject to citation. Such signs shall at least afford reasonable notice of the following:
- Park hours of operation.
- Skateboarding, roller-skating, in-line skating, and BMX biking are hazardous activities. Skate and bike at your own risk
- Skateboards, roller-skates, in-line skates and BMX bikes only.
- Failure to wear helmets, kneepads and elbow pads will subject persons to citation.
1.6 Administration.
The provisions of this Chapter shall be administered by the Chief of Police and his or her authorized representatives, except where expressly provided otherwise. All other officers and employees of the Town of Sparta shall assist and cooperate in the administration and enforcement of this Chapter.
1.7 Violations.
Violations of the provisions of this Ordinance may constitute a misdemeanor, punishable by a fine. The Town of Sparta reserves the right to revoke the use of the skatepark to individuals who violate the rules and regulations of the skatepark.
SECTION 3: If any part of this Ordinance is held to be invalid or inapplicable to any situation by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance or the applicability of this Ordinance to other situations.
SECTION 4: This Ordinance shall be published, once within fifteen (15) days of its passage and adoption, in the Alleghany News, a newspaper of general circulation, circulated in the Town of Sparta and printed and published nearest the Town of Sparta, and shall take effect thirty days after its passage and adoption.
